cromlech or circular sarsen matrix, we are still basically looking at a 'stone circle' whose integrity has been compromised by yellow hatted men in muddy boots removing these stones and piling them to one side, like debris from a construction site: if the precise find locations of these stones has not been exactly recorded and documented - together with the find context - there needs to be a public enquiry?

Yup, and I think you've eloquently summed it up when you say, "...removing these stones and piling them to one side, like debris from a construction site..."

It's strange isn't it, ancient human remains are still treated in much the same way as debris from a construction site; placed in boxes and plastic bags with the label 'for further research'. They never seem to be afforded the spiritual respect they deserve, while cultural remains are. Human remains, and spiritual artefacts like these sarsen souls, seem to be fair game. Meanwhile political games are fought over the return, or the non-return, of the Elgin Marbles to Greece. There's something wrong somewhere.
