Yes, that's a more accurate description Ric. The photo's not good enough to be able to tell what the stone/turf bock is but the person on the right does seem to be working on it with a trowel (if so it must have been important, though no record of its survival seems to exist). I see that English Heritage have now retrieved the Atkinson/BBC 'time capsule' (Update 20 here at http://www.english-heritage.org.uk/server/show/nav.17511 )
