With the greatest respect Ric, architecture is not art. Architecture is something conceived or made by a master builder (archi- chief + tekton builder). In that sense Avebury and Stonehenge may certainly be regarded as architecture. The concept behind the word 'art' is something quite different - in fact the word wasn't even applied to painting, sculpture etc in Europe until the end of the 17th beginning of the 18th century.
I completely agree with the rest of your post however. What sort of 'action' do you have in mind ;-)
