Avebury: the earthen henge dates to 3000-2200bce - the ditch was relatively sheer-sided - (compared to today's silting effect) - up to 10m (30 feet) deep, that's a depth capable of breaking your neck; the stones were set up, c.2600-2000bce, so the site had been 'in active use' for up to 1000 years before it was 'complete'. The ritual-sacred character of Avebury may be older still, considering "a substantial post hole revealed during Keiller's excavations ... 1.6m in diameter [the analogy of a "totem-pole" is given] ... an early mesolithic date for this remains a tantalising possibility ..."
however this may be, i suggest that this was not a context in which children might be allowed, or indeed encouraged, to play?

If the sites were built for occasional use then unless they were due to be brought into commission, I doubt anyone would care very much what went on.
