Did you mean ICOM? (The International Council of Museums)? The International Institute for Conservation of Historic and Artistic Works (IIC) is not part of ICOM.

IIC was established in this country 50 years ago and, although now international in nature, still has its head offices in London. You will find more information about IIC at http://www.iiconservation.org/info/info.php its opening statement however reads -

"The Institute and its purpose

Throughout the world, people are increasingly aware of their heritage as a mark of cultural identity, as well as a manifestation of civilized society and something which brings pleasure and enriches lives. They are concerned to preserve that heritage, and they recognize that conservation professionals are essential to that task. For more than 50 years The International Institute for Conservation of Historic and Artistic Works has promoted the knowledge, methods and working standards needed to protect and preserve historic and artistic works throughout the world."

"IIC members belong to an international community of professionals who aim to provide the highest possible level of care for the world's cultural heritage."

John Germain also wrote -

No  Fellowships are mentioned there. No, that isn't meant as any form of attack. Normally, one is elected as a Fellow, and all I would like to know is whether (as has happened with other disciplines) you have suffered a sea-change.

Also from the above IIC statement -

"Fellows are senior members of the profession who are elected by the existing body of Fellows."

Please let me know if you require any further information on conservation bodies in this country (The Institute of Paper Conservation, The Society of Archivists for example).
