i can't image responsible persons leaving offerings - votive or otherwise - at sacred sites as also intentionally 'defacing' them? - this is a total contradiction; waxy smoke deposits from candles in a Christian context could be seen as 'defacing' a Christian place of worship - but to pursue such an insubstantial argument would be - basically - barmy ...

In the first part of that definition I think a lot of offerings could be classed as litter (... anything that is dropped, thrown, left or deposited...) and therefore if left you could receive a fixed penalty notice for leaving it!.
But litter is waste in the wrong place - is an offering waste - now that is real philosophy ;-).
My personal view is that if the offering is made from local vegetation (as goffik described from Callanish) that is fine but coins, plastic flowers fruit, tealights...are litter therefore could be subject to a fixed penalty notice...National Trust et al quids in.
