I think a church is of both secular and religious interest, but the latter  
is generally acknowledged to be dominant so candles (for instance) evoke no  
secular objection.
The reverse probably applies with ancient sites. The dominant "ownership"  
lies with those who see no religious significance in them. Faced with two  
irreconcilable sets of sensibilities it is probably the sensibilities  of the 
majority that should be respected.
