I can't get any of the Kennet pdfs to open. Can you?
 
It seems surprising that there is thought to be any chance of this being  
granted - perhaps it is intended to take it to appeal, the financial stakes are  
high enough.
 
The applicant has guts though, you'd have to give him that. This could be  
one for the Planning textbooks. I'd get involved but am worried I'd be killed in 
 the stampede!
