Not wanting a flare up, I'll post some non-controversial - nay, boring
thoughts...

A "fashioned" face, unless totally obviously fashioned (which in this case
is an aesthetic judgement I don't share) can only be determined by examining
the marks pretty forensically, and probably under a microscope, rather like
is done in the case of uncertain worked flint. Has this ever been done? Does
anyone have the expertise to do so? Would the original marks all have been
obscured by erosion? I know that Terence has shown the marks to sculptors who
think they are artificial but I don't feel their opinions can be taken as
definitive.
There's also the fact that the Victorians and others much earlier were
rather handy with hammers, so who is to say they didn't have a go? Once again,
that's a matter for scientific investigation rather than mere visual assessment
i suppose. Universities are always looking for high profile but cheap
projects. This seems ideal.

As for Thelma's idea of "selected" faces, my response is even more boring.
We don't know and never will since who can say what the builders were thinking
of?
